Project: Weleetka Public Schools Epoxy Flooring Project
Sealed proposals will be received by Weleetka Public Schools at 302 East 6th Street, Weleetka, OK, 74880, until 2:00 p.m., on May 5, 2026 for removal and disposal of tile flooring, installation of epoxy flooring, furnishing all labor and materials needed, in the Junior High/High School Building and the Big Gym Lobby. All companies bidding must be bonded, provide a Certificate of Insurance, and a Felony Compliance Affidavit.
Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays before time set for opening bids, as well as bids received after time set for opening bids, will not be considered and will be returned unopened.
The bids will be opened publicly at the local school board meeting on May 5, 2026.
Bidders must visit site for measurements and specifications of project. Please contact Chris Carter, Superintendent of Schools, at 405-786-2203, ext. 102, or [email protected] to schedule an appointment.
A cashier’s check, certified check, or surety bond in amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder for all bids over $100,000, or as otherwise applicable by State Law. Checks or surety bonds will be returned to unsuccessful bidders. No bidder may withdraw his bid for a period of forty-five (45) days after bid opening date. Weleetka Public Schools reserves the right to reject any or all bids and waive any informalities.

The Board of County Commissioners met in special session in the office of the Board of County Commissioners on April 16, 2026 with the following members present: James Yandell, Chairman; Randy Stubblefield, Vice-Chairman; Mike Yocham, Member; Teresa Harelson, County Clerk.
The meeting was called to order at 9:00 a.m. by Chairman Yandell with the flag salute.
Roll call was taken and a quorum declared.
The Board reviewed an email sent from Sheriff Logan Manshack requesting $81,196.83 to cover 6 jailers’ payroll for May and June to get through this rough patch. He stated Hughes County inmates would be returning at the end of the month and Creek Nation has visited the jail but has not said they were returning yet. He is also exploring a federal contract. Chairman Yandell made it clear that the Board wanted to ensure employees would be paid. Fund Appropriation ledgers and Miscellaneous Receipts by fund for Apportionment from 07/01/2025 through 04/14/2026 were reviewed. Sheriff Manshack was not present for questions from the BOCC. Motion was made by Mike Yocham and seconded by Randy Stubblefield to table moving funds and put it on the next BOCC agenda. Motion carried. Votes: Stubblefield-Aye; Yocham-Aye; Yandell-Aye.
The Board reviewed the number of jailers and requested more information before determining the amount of money to be approved for payroll. Motion was made by Randy Stubblefield and seconded by Mike Yocham to table it and put it on the next BOCC agenda. Motion carried. Votes: Yocham-Aye; Stubblefield-Aye; Yandell-Aye.

The Board of County Commissioners met in regular session in the office of the Board of County Commissioners on April 13, 2026, with the following members present: James Yandell, Chairman; Randy Stubblefield, Vice-Chairman; Mike Yocham, Member; Teresa Harelson, County Clerk.
The meeting was called to order at 9:00 a.m. by Chairman Yandell with the flag salute.
Roll call was taken and a quorum declared.
The Board reviewed the minutes from the prior meeting. Motion was made by Randy Stubblefield and seconded by Mike Yocham to approve the minutes of April 6, 2026. Motion carried. Votes: Stubblefield-Aye; Yocham-Aye; Yandell-Aye.
Safety/Emergency Management Director George Jones advised the Board he helped with the missing person search, and they were found safe. He is researching the expense of the existing generator servicing the entire courthouse or a portable one and he is scheduled to meet with the warden of JLCC to discuss emergency operations. General discussion with no action taken.
Sheriff Manshack was absent.
The Board was visited by Steve Lineham from Kirkham Michael Consulting Engineers with a thorough explanation of his services offering county road agreements for alternative energy companies. General discussion with no action taken.
Lauren Cope from BancFirst Insurance was unable to attend the meeting and requested by email to be rescheduled for the next BOCC meeting.
The Board reviewed the Officers’ Monthly Reports for March 2026. Motion was made by Randy Stubblefield and seconded by Mike Yocham to approve the Monthly Reports as follows: Crt Clerk $255,576.78 $0; Election Bd $5,989.01; Treasurer $4,934.51. Motion carried. Votes: Yocham-Aye; Stubblefield-Aye; Yandell-Aye.
The Board reviewed the Request for Approval of Allocation of Motor Vehicle Tax in the amount of $3,386.09 as follows: Highway – Forfeiture for Bearden $79.70; Boley $635.84; Castle $99.04; Clearview $19.34; IXL $35.16; Okemah $1,796.78; Paden $247.89; Weleetka $472.34. The Board reviewed the Request from Katie Bedwell of Highway Liquor to allow her establishment to be open on Sundays. It has been determined that the 2016 Resolution does not allow this and a new Resolution will need to be made to have it on the upcoming election ballot. NEW BUSINESS: The Board was visited by Tim Henry with Twin Rivers Prescribed Burns. He stated their resources are available to the County if needed and when possible, they also donate extra equipment to local fire departments. General discussion with no action taken.
NEW BUSINESS: Sheriff Manshack sent the Board a formal notice letter for Approval stating the Okfuskee County Jail will be transitioning from Prodigy Solutions to Tiger Commissary and establishing a new bank account for the inmate trust fund. The authorized signatories on the account will be Logan Manshack and Layla Harrison. The BOCC has no authority over the inmate trust account, it is strictly the Sheriff’s responsibility. NEW BUSINESS: County Clerk Teresa Harelson presented the Board with a Combined-Subdivision Participation and Release Form to participate in the National Opioid Six Remnant Defendants Settlement for the purpose of abating the opioid epidemic. NEW BUSINESS: County Clerk Teresa Harelson presented the Board with an Experian order form for 1 year of service that was received from Gregory Mazmanian of Eckert Seamans for the data security breach. NEW BUSINESS: County Clerk Teresa Harelson stated Sheriff Manshack had requested money be moved from the Debt Service account to fund payroll for the jailers. Sheriff Manshack was not present to answer the Board’s questions. Motion was made by Randy Stubblefield and seconded by Mike Yocham to have a Special BOCC meeting on Thursday, April 16th at 9:00 am to discuss the payroll with Sheriff Manshack. Motion carried.
