Project: Weleetka Public Schools Epoxy Flooring Project
Sealed proposals will be received by Weleetka Public Schools at 302 East 6th Street, Weleetka, OK, 74880, until 2:00 p.m., on May 5, 2026 for removal and disposal of tile flooring, installation of epoxy flooring, furnishing all labor and materials needed, in the Junior High/High School Building and the Big Gym Lobby. All companies bidding must be bonded, provide a Certificate of Insurance, and a Felony Compliance Affidavit.
Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays before time set for opening bids, as well as bids received after time set for opening bids, will not be considered and will be returned unopened.
The bids will be opened publicly at the local school board meeting on May 5, 2026.
Bidders must visit site for measurements and specifications of project. Please contact Chris Carter, Superintendent of Schools, at 405-786-2203, ext. 102, or [email protected] to schedule an appointment.
A cashier’s check, certified check, or surety bond in amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder for all bids over $100,000, or as otherwise applicable by State Law. Checks or surety bonds will be returned to unsuccessful bidders. No bidder may withdraw his bid for a period of forty-five (45) days after bid opening date. Weleetka Public Schools reserves the right to reject any or all bids and waive any informalities.

Sealed bids addressed to OKEMAH PUBLIC SCHOOLS, are requested to perform the construction Work. The Owner will construct under the general contractor method and will be accepting a single bid for all Work required. Pursuant to 61 O.S. § 108, the Owner has obtained a written certification of funds confirming that unencumbered funds are sufficient for the estimated cost of this project.
Work to be completed according to the schedule provided in the Construction Documents.
The Construction Documents are on file at the Owner’s address above and is open for public inspection. Interested parties shall arrange an appointment to review the documents and visit the site. Please do not visit the site without making prior arrangements.
Construction Documents may be obtained from the Architect. Plans and specifications are available in electronic (PDF) format at no cost and in printed format upon payment of a refundable deposit. Printed sets will be refunded in full if returned to the Architect in good condition within seven (7) days of the Bid Opening.
Each Bidder shall submit their Proposal in a sealed envelope plainly marked with the name of the bid and the time of the bid opening. Enclosed with their Proposal shall be executed copies of the Non-Collusion and Business Relationship Affidavits as required by 61 O.S. § 138 and 61 O.S. § 107.2.
Each Bidder shall submit, with the Proposal, a Bidder’s Bond in the amount of five percent (5%) of the largest combination of the Base Proposal and all Alternates. Such Bonds may be in the form of an irrevocable letter of credit, cashier’s check, or bid bond drawn on an Oklahoma bank. Cash is not acceptable.
Bids may not be withdrawn for a period of sixty (60) calendar days after the date of this Bid Opening. The successful bidder will be required to provide Performance, Statutory, and Maintenance Bonds, and proof of Public Liability and Workers’ Compensation Insurance within sixty (60) days of contract award.
The Owner reserves the right to reject any or all Bids and waive any informality or irregularity in any Bids received.

LEGAL NOTICE
The Board of County Commissioners met in regular session in the office of the Board of County Commissioners on April 20, 2026, with the following members present: James Yandell, Chairman; Randy Stubblefield, Vice-Chairman; Mike Yocham, Member; Teresa Harelson, County Clerk.
The meeting was called to order at 9:00 a.m. by Chairman Yandell with the flag salute.
Roll call was taken and a quorum declared.
The Board reviewed the minutes from the prior meetings. Motion was made by Mike Yocham and seconded by Randy Stubblefield to approve the minutes of April 13, 2026, and April 16, 2026. Motion carried. Votes: Yocham-Aye; Stubblefield-Aye; Yandell-Aye.
Safety/Emergency Management Director George Jones advised the Board he met with the JLCC Warden to discuss resource capabilities and will be attending another state certification class this week. He stated he now has access to the EM grant portal and sent D#2 damage pictures to FEMA. General discussion with no action taken.
Sheriff Manshack advised the Board that effective May 1st Hughes County will be bringing inmates back at a rate of 5 per day to allow his new jail staff to get acclimated. Creek Nation has toured the jail, but there is no contract yet. Sheriff Manshack stated he was looking at Federal contracts to possibly house inmates and still thinks Title 60 is the best way to go, but more inmates are needed first. As for jail deficiencies, Sheriff Manshack stated ACCO wants a new Jail Management System (JMS) involving locks and lights and one quote was $250,000. He stated the boilers for the hot water could go out at any time and estimated the cost of 6 tankless heaters would be $50,000-$60,000.
Chairman Yandell stated the BOCC needs to know the deficiencies to have a plan for funding. Vice-Chairman Stubblefield suggested reaching out to COEDD to see they helped with jails. Chairman Yandell asked if there were any other deficiencies and Sheriff Manshack stated so far everything else is good because he has made lots of repairs since December so at this time there is only the JMS and boilers. General discussion with no action taken.
The Board reviewed check #6800579389 from AT&T in the amount of $51.60 for refund on final bill for D#2. Motion made by Mike Yocham and seconded by Randy Stubblefield to accept the check to be deposited by the Co Treasurer to the Highway M&O fund. Motion carried. Votes: Stubblefield-Aye: Yocham-Aye; Yandell-Aye.
The Board was visited by Lauren Cope from BancFirst Insurance with the 2026-2027 proposed renewal in the amount of $462,510.72 which is a 32.8% increase due to the loss ratio. The Board would like the County to continue to pay 100% of the premium and still have plans that qualify for Insure Oklahoma reimbursement. Ms. Cope advised a proposed alternate 1 plan could be put together for the Board to review by the next meeting. Motion was made by Mike Yocham and seconded by Randy Stubblefield to table the proposal until the alternate plan was received. Motion carried. Votes: Yocham-Aye; Stubblefield-Aye; Yandell-Aye.
The Board reviewed the request from Sheriff Manshack to fund jailer payroll for May and June. Sheriff Manshack stated losing the inmates had caused funding issues and he originally requested help with only 6 jailers, but stated funding all jailers including the captain, sergeant and jail administrator would give hm breathing room. Motion made by Randy Stubblefield and seconded by Mike Yocham to table the Request until the next meeting. Motion carried. Votes: Yocham-Aye; Stubblefield-Aye; Yandell-Aye.
The Board reviewed the Treasurer’s General Ledger ending March 31, 2026 with an ending balance of $12,945,145.65. Motion was made by Mike Yocham and seconded by Randy Stubblefield to approve the Ledger. Motion carried. Votes: Stubblefield-Aye; Yocham-Aye; Yandell-Aye.
The Board reviewed a Transfer of Funds from the Assessor in the amount of $2,128.24 from General Fund to Resale Fund for treasurer postage used for Change of Value notices. Motion was made by Mike Yocham and seconded by Randy Stubblefield to approve the Transfer. Motion carried. Votes: Yocham-Aye; Stubblefield-Aye; Yandell-Aye.
The Board reviewed a Transfer of Funds from the Assessor in the amount of $9,975 from Mortgage Certification Fund to Resale Fund for kitchen/breakroom remodel. Motion was made by Randy Stubblefield and seconded by Mike Yocham to approve the Transfers. Motion carried. Votes: Stubblefield-Aye; Yocham-Aye; Yandell-Aye
The Board reviewed the Petition for condemnation of property owned by Tony Rector located in part of the SW/4 of 22-12-8 for the purpose of establishing, maintaining, improving and operating county roads and bridges. Motion made by Randy Stubblefield and seconded by Mike Yocham to approve the Petition. Motion carried. Votes: Yocham-Aye; Stubblefield-Aye; Yandell-Aye.
The Board reviewed the ODOT claim for attorney fee for the condemnation proceedings on J/P 36123 (04) Parcel 1.0, 1.2 Tony Rector in the amount of $451.50. Motion made by Mike Yocham and seconded by Randy Stubblefield to approve the Claim. Motion carried. Votes: Yocham-Aye; Stubblefield-Aye; Yandell-Aye.
The Board reviewed Resolutions for Declarations of Surplus of Equipment as follows: #26-22 Pole Saw: #26-23 Pole Saw: #26-24 Chain Saw; #26-25 Pole Saw Extend; #26-26 JD Hydraulic Thumb D#1. Motion was made by Mike Yocham and seconded by Randy Stubblefield to disapprove the Resolutions due to past the deadline. Motion carried. Votes: Yocham-Aye; Stubblefield-Aye; Yandell-Aye.

REQUEST FOR BIDS
The State of Oklahoma (OMES), hereinafter referred to as the Owner, and Magnum Construction, Inc., hereinafter referred to as the Construction Manager, will receive sealed bids for the Boley Classroom Building, located at the JH Lilley Correctional Center at 407971 Highway 62E, Boley, OK 74829, on May 21st, at 2:00 PM CST.

All properly sealed bids must be delivered to Magnum Construction’s office, located at 2501 N Hemlock Ct, Broken Arrow, OK 74012, at which time they will be opened and read aloud.
A non-mandatory pre-bid conference will be held on-site at 407971 Highway 62E, Boley, OK 74829, on May 12th, 2026, at 10:00 AM CST. As described in the Instruction to Bidders, bids must be sealed and clearly marked with the project name and bid package. A bid security, as stipulated in the bid documents, in the amount of 5% of the bid shall accompany the sealed proposal of each bidder if the bid amount exceeds $50,000.

All Bidders for this project are required to meet all qualification requirements as established in these bid documents. The Owner reserves the right to reject any and all bids, and to waive any informalities or minor irregularities in any bid.
